The dream: a morning walk on the promenade

Picture it: coffee on the balcony as the sun lifts over the Mediterranean, a five-minute stroll to the promenade, grandchildren visiting for the summer, and a home that holds its value. For many of our clients, that is exactly what “coming home” to Israel looks like.

The good news is that Israel's coastline offers far more than Tel Aviv and Herzliya. From Nahariya in the north to Ashkelon in the south, there are genuine walk-to-the-beach options at very different price points. This guide is written for empty nesters, retirees, investors, holiday-home buyers and anyone who simply wants to live near the sea. It gives you the honest picture: where the value is, what it costs, and what to watch for.

Why Nahariya deserves a fresh look

Nahariya offers one of the most affordable genuine seafront lifestyles in Israel. For decades it was the country's favourite family holiday town. It still has the ingredients that matter: a long, walkable promenade, Sokolov Beach, and the tree-lined Ga'aton Boulevard running from the town centre down to the sea.

The lifestyle. Life here is calmer and more affordable than in the centre. The town is flat and easy to walk, with cafés, restaurants and the beach on your doorstep. The Galilee Medical Center is in town, a real comfort for retirees. The Galilee hills, Akko and Rosh Hanikra are a short drive away, and the train runs directly to Haifa and on to Tel Aviv.

The prices. Near the sea, Nahariya costs a fraction of the centre. Globes notes that seafront deals here close at reasonable levels, with NIS 4 million and above considered very high for the city.

For context, the average apartment in Tel Aviv sold for about NIS 4.59 million in the first quarter of 2026. Across the Northern District, where Nahariya sits, the average was roughly NIS 1.51 million.

At the very top end, a seafront penthouse on Sokolov Street sold for NIS 7.5 million, so a premium market clearly exists.

Where to look. For walk-to-the-beach living, focus on three areas:

  • The seafront and Sokolov Street: first-line buildings and newer towers with open sea views. This is the most expensive part of the city.

  • Ga'aton Boulevard and the streets around it: the heart of town, with cafés, shops and the promenade a short, flat walk away. This is where much of the urban renewal is happening.

  • Achziv, the new northern neighbourhood: modern construction close to the beach, including our Achziv project. One of the city's first post-war deals above NIS 5 million was signed here.

The momentum. The town is being renewed. Several large urban renewal (Pinui-Binui) projects are underway near Ga'aton Boulevard and the beach, replacing older blocks with modern buildings.

The government has also approved roughly NIS 1.4 billion to subsidise urban renewal in the north, much of it for towns near the border, including Nahariya. After the ceasefire with Hezbollah, the luxury market returned. Deals above NIS 5 million near the beach were signed for the first time since October 2023.

The honest part. Nahariya is close to the Lebanese border and was hit by rockets in 2006 and again in 2023–2024. Prices partly reflect that.

We advise every client buying here to insist on a proper safe room (mamad) in the apartment, and to weigh the security picture with clear eyes. For many buyers, the value, the sea and the quality of life outweigh that risk; for others, a central-coast option will feel right. Either answer is valid.

How Nahariya compares with Israel's other coastal towns

The rule of thumb is simple: the closer to Tel Aviv, the higher the price; the further north or south, the more sea view you get for your money. As Globes puts it, Nahariya and Hadera cost less than Netanya near the beach, and Ashdod and Ashkelon cost less than Tel Aviv and Herzliya.

The table below uses official Central Bureau of Statistics (CBS) averages for all apartments sold in each city, not just sea-view homes. Sea-view and first-line properties trade well above these figures, but the averages show the relative price level of each town.

Nahariya vs Ashkelon: the two value champions

Ashkelon beach and promenade
Ashkelon beach and promenade

These are the two most affordable sea-view markets on the coast, and they suit similar buyers. Both are flat and walkable, with a major hospital in town and a train to the centre.

As we set out in our Ashkelon vs Ashdod guide, Ashkelon has become a serious retirement option, with the Marina, Barnea and Ir HaYayin standing out for Anglo buyers.

  • Community: Ashkelon has a larger, more visible English-speaking presence, especially around the Marina. Nahariya's Anglo community is smaller, so it suits buyers comfortable in a more Israeli setting.

  • Prices: In Ashkelon, 3–4 room resale apartments typically sit around NIS 1.8–2.5 million, with new sea-view units starting in the mid-NIS 2 millions. A 20th-floor Marina apartment with open sea views sold for NIS 4.37 million to a family of US Olim. Nahariya offers comparable value, with the very top of the market higher on Sokolov Street.

  • Location: Ashkelon is closer to Jerusalem and Tel Aviv. Nahariya puts the Galilee, Akko and Rosh Hanikra on your doorstep.

  • Security: Both are frontier cities: Ashkelon is close to Gaza and Nahariya to Lebanon. In both, a safe room is essential.

Nahariya vs Ashdod: resort town or big city

Ashdod beach
Ashdod beach

Ashdod is a large, mature city with a port-based economy and deep services. It is generally more expensive than Ashkelon or Nahariya for comparable homes. Its seafront has some of the south's most expensive deals; a 171 sq m penthouse with a 118 sq m balcony sold for NIS 7.5 million.

  • Choose Ashdod for employment, liquidity, a strong religious infrastructure and a 30–40 minute trip to Tel Aviv.

  • Choose Nahariya for a slower pace, lower entry prices and a classic promenade lifestyle.

Our Ashkelon vs Ashdod guide compares both cities by budget band, from under NIS 2 million to NIS 5 million.

Nahariya vs Netanya: community or value

Shirat HaYam, first line to the sea in Netanya
Shirat HaYam, first line to the sea in Netanya

Netanya is the classic choice for English-speaking empty nesters, with a long clifftop promenade, a large Anglo community and services in English. That comes at a price: the city's average is nearly double the Northern District's, and it rose 8.2% in a year.

Sea-view apartments on the first line, and in newer areas such as Ir Yamim, command a significant premium. For buyers who want the sea and community above all, Netanya is hard to beat. For buyers who want more space and sea for their money, Nahariya deserves a serious look.

Nahariya vs Haifa: two sides of the north

Boutique sea-view building in Haifa
Boutique sea-view building in Haifa

Haifa offers big-city life by the sea, with universities, culture, the port and sweeping views from the Carmel. Its beachfront is the most expensive part of the city; a 117 sq m apartment about 40 metres from the sea in Bat Galim sold for NIS 6.2 million.

Haifa also posted one of the strongest price rises in the country, up 6.9% year on year. Nahariya, 45 minutes up the coast by train, offers a quieter, flatter, more resort-style alternative.

Hadera and Bat Yam in brief

Hadera, with the Givat Olga seafront, sits halfway between Tel Aviv and Haifa and offers central access for less than Netanya.

Bat Yam is the opposite story: right next to Tel Aviv, with a rapidly changing seafront and high prices for new towers. It suits investors more than retirees seeking calm.

What matters most for your situation

Empty nesters and retirees. Think about the next 20 years, not the next two. Look for a lift, step-free access, a safe room, parking close to the entrance, and a flat walk to the beach, shops and a shul.

Healthcare nearby is essential, and an English-speaking community makes the transition far easier. A slightly smaller apartment with a large balcony often gives more joy than an extra bedroom that sits empty most of the year.

Investors. Sea views command a premium, but the yield story is different town by town. In Nahariya, lower purchase prices support a healthy rent-to-price ratio, with steady demand from hospital staff, retirees and summer visitors.

Urban renewal can add real upside, but check timelines carefully; Pinui-Binui projects can take years. Always model realistic rent, management costs and vacancy, and think about who your future buyer will be.

Holiday and future-Aliyah homes. Many overseas buyers want a home they use a few weeks a year and rent out the rest of the time. Choose a building that is easy to manage remotely, with good security, a reliable management company and furniture that suits short- or long-term tenants. Check local rules on short-term rentals before you rely on that income.

Everyone who wants to be near the sea. Be precise about what “sea view” means. In flat coastal towns such as Nahariya, Ashkelon and Ashdod, usually only the first or second line of buildings has a true sea view, and the floor can change the price dramatically.

Two identical apartments in the same tower can differ by hundreds of thousands of shekels, or more, purely because one sits above the neighbouring rooftops. In cliff and hill cities such as Netanya and Haifa, elevation does more of the work, so homes a few streets back can still enjoy open views.

Your sea-view buying checklist

  1. Confirm the view is protected. Ask what can be built between you and the sea. A view today is not always a view in five years.

  2. Check the floor and orientation. West-facing and higher floors cost more; make sure the premium matches the view you actually get.

  3. Insist on a safe room (mamad). Especially in the north, this is non-negotiable.

  4. Think about sea air. Salt is hard on air-conditioning units, windows and metalwork. Budget for maintenance and check building upkeep.

  5. Walk it yourself. Time the walk to the beach, shops, shul and medical services. “Close to the sea” on a brochure is not the same as an easy daily stroll.

  6. Understand the full cost. Purchase tax, legal fees, mortgage and currency transfer costs, management fees and arnona (municipal tax) all add up.

  7. Check the developer and the timeline. For new builds and Pinui-Binui, review guarantees, delivery dates and the payment schedule.

  8. Plan your exit. Who will buy this from you one day? Strong resale demand protects your investment.

Frequently asked questions

What is the cheapest place to buy a sea-view apartment in Israel?

Nahariya and Ashkelon offer the most affordable genuine sea-view options on the Mediterranean coast. Both have official average apartment prices well below the national average of about NIS 2.33 million.

For many buyers, yes. It is flat and walkable, with a major hospital in town, a long promenade and a calmer pace of life. The trade-offs are a smaller English-speaking community than Netanya or Ashkelon, and proximity to the northern border.

Ashkelon has the larger Anglo community and is closer to Jerusalem and the centre. Nahariya offers the Galilee on your doorstep and a classic resort-town feel. Both deliver strong lifestyle value; the right choice depends on community, family location and personal preference.

Sea views are scarce and consistently command a premium, which supports long-term value. Returns depend on the purchase price, the protection of the view, building quality and rental demand, so careful selection matters more than the view alone.

Yes. Many of our clients buy remotely through video tours, with legal, mortgage and currency support coordinated for them. Our project management team handles everything up to handover.
